Lady Drumniond Hay. the special correspondent of the Daily Express at Tangier, telegraphs grave charges against the Spanish soldiery in Morocco. She says they are openlv raiding and looting the villages in the neutral zone , and violating all treaties and conventions. Refugees are crowding into Tangier. Famine and diseaso aro added to other horrors of the situation. One woman staggered into Tangier with half her face blown away. Another was shot through the breast, at which she had been suckling her baby. The infant was killed. Three other women were hideously maimed by the explosion of a concealed mine. The Spaniards fired upon a band of charcoal-burners who were carrying their wares to market. Aeroplanes are swooping down upon the villages and burning the peasants out of their homes. Lady Hay says the situation is so serious that representatives of Britain and France are conferring on the question as to how to stop this Spanish terrorism.
