GIFT SCHOLARSHIP SCHEME. TWENTY BRITISH GRADUATES. [FROM our own* correspondent.] LONDON. Mar. 10. In 1918, Mrs. Stephen V. Harkness, a wealthy American lady, established a philanthropic fund, and at various times she contributed gifts amounting to between £5,000.000 and £6,000,000. This is called the Commonwealth fund. Mrs. Harkness in her first letter, said that she hoped this gift would be used "'to do something for the welfare of mankind," and she authorised the directors to use the income, and if they saw fit, the principal, for any philanthropic purpose whatsoever. The president and treasurer of the fund are Mr. E. S. Harkness and Mr. O. T. Bannard, and the other directors are Mr. S. H. Fisher, Mr. W. M. Kingsley, and Mr. G. W. Murray. It is now announced that the directors of the fund have established 20 annual fellowships at American universities for British graduate students. Mr. Harkness has written to the Prince of Wales astcing him if he will consent to act as honorary chairman of tho British committeo cf award. The Princo has replied: " Dear Mr. Harkness, —The generous offer C'f the Commonwealth fund will be very deeply appreciated in this country. It cannot fail to do much to promote the realisation of the ideals which you and your ft-llow-directors have at heart. Sharing these ideals as I do, I shall be very pleased to act as honorary chairman of the British committee of award, and I am gralfful to the Commonwealth fund for giving me this opportunity of associating myself with so fine a scheme." The exact amount of the fellowships has not. been announced, but the sum allowed will be approximately £6OO each year. An important provision of the plan is that each student shall have at least three months' travel in the United States at the close of tho first year of study.
