"The New Zealand system," said* Mr. Tate, "is one of decentralised control. There" arc nine provinces, and one finds, in almost every provincial town of from 10,000 to 20,000 inhabitants, a large high school for boys, another for girls, and a technici! high school as well. "Mauv the pupils come down from tbe :'!rcous:;ling districts, and for their cotiv, ni"!ice elaborate arrangements are made for hostel accommodation. Such residential accommodation is one of tho crying needs of our district high schools. \
