CASES OF BLACKMAIL.
HEARINGS IN CAMERA. COMMONS REJECTS MOTION. (Received 1.5 a.m.) Reuter. LONDON. Mar. 10. A debate took place in the House of Commons to-day ori a motion to try blackmail cases in camera on account of tho disinclination of victoms to prosecute. The Home Secretary, Sir W. JoynsonHicks, in opposing the motion, drew attention to the disadvantages of attempting to preserve secrecy. He quoted recent cases like that of " Mr. A.," whose identity was known throughout tho world except in England. In view of the difficulty in dealing with blackmail cases adequately, however, he said he would possibly seek legislative power to inflict floggings. The motion was negatived without a division.
