BRITISH LABOUR REPORT. CONDEMNED AS USELESS. } LONDON. Feb. 28. The Times, in a leading article, says: ; " The Labour delegation's P.ussian report is useless. It contributes absolutely nothing to the knowledge of Russia which the outside world does not already possess. It abounds in childish irrelevancies. " Delegates, who did not know either the country or the language, undertook to traverse Russia for six weeks and givo an independent report. The mere undertaking of such a task with such qualifications is proof of their unfitness to perform it. The report establishes the fact that the delegates were obliged to rel.y; exclusively on official Bolshevik aid. In further commenting on the report the Times recalls that the new Russian status of women includes divorce 0/ consent. The new law also legalises what were formerly illegal operations, provided an authorised person performs the sama after receiving proof that- the patient's work would suffer through child-bearing. The Times adds that the report failed to establish the delegates' preliminary statement, that many millions of new capital could be safely invested in Russia.
