Tho Soviet Minister for Foreign Affairs, M. Tcbitcherin, reviewed the international situation in a speech to the Soviet Central Executive at Tiflis. He saifl Britain remained the world s strongest Power, but she was showing signs of weakening because her Dominions were deserting her. Rifts wofc i appearing on the Anglo-American horizon. France was unable to follow a friendly policy toward the Soviet because she was financially dependent on Britain, with whom Russia must, therefore, seek an arrangement. M. Tcbitcherin said he believed this was now possible.
