PROPOSED NEW LOANS, QUESTION IN ABEYANCE. (Received 5.5 p.m.) Renter. WASHINGTON. Feb. 20. No statement as to the American Government's attitude in respect to new loans to France from American bankers will be made pending the receipt of a definite proposition from the French Government. Although the Government has no legal authority to prevent , the flotatian of loans in the United States it has followed a policy of advising financial interests whether or not they should connect themselves with such projects, and usually that advice is followed. There have recently been indications that the French Government's attitude toward France's war debt would enter into any suggestion of this kind which Washington might make in regard to private loans.
