PROPOSALS NOT COMPLETE. DELAY TO DISCUSSION. Australian and N.Z. Cable Association, (Reed. 7.5 p.m.) LONDON. Feb. 11. The Dailv Telegraph states that the Government"s proposals relating to the j}©ace protocol are still not ready for submission to the Dominions, after which there will be art exchange of views which will cccapy an uncertain period. Therefore it is regarded as inevitable that the discussion cannot be resumed at Geneva in March.
