SUB-INSPECTOR DETECTIVE.

fß* TELEGRAPH. —OWN CORRESPONDENT.] WELLINGTON, Saturday. A new departure in the polices force has been made in the appointment of Chief? Detective T. 0. S. Kemp as sub-inspector in charge of the Wellington Detective Office. The appointment is the second of its kind made in New Zealand, the previous occasion being over 40 years ago, when Charles Townley Browne was promoted to a similar rank at Wellington, and later to the position of inspector, still attached to the detective branch. SubInspector Kemp's appointment is a popular one in police circles, and yesterday, in expressing his pleasure, Superintendent W. B. Mcllveney said he was glad to know that Sub-Inspector Kemp would still remain in charge of the local detective office.

Sub-Inspector Kemp joined the service as a constable at Auckland in September, 1899, and after being transferred to Nelson and Wellington, was appointed a detective in 1806. Ha went to Napier in 1912, and became detective-sergeant in the following March. Transferred to Dunedin in February, 1915, he was promoted senior detective in March, 1920, and came to Wellington as chief-detective at the end of September, 1921. During his career Sub-Inspector: Kemp, who ranked as one of the cleverest, detectives in the service, has been instrumental in the sheeting home of eight murders, and has been responsible for the appr«hen» sion of many a burglar. About 18 months ago he figured in an exciting chase at two o'clock in the morning of a man he had discovered ih his house. Clad only in scanty night attire, the officer pursued the burglar for a quarter of a mile,' and arrested his quarry near the Thorndon railway station. As a result of his experience, SubInspector Kemp holds the view that, the, best detectives are made from young men who possess a good education and have a liking for the work.
