FREE STATE MINISTER. ARRANGEMENT EXPLAINED. Reuter. WASHINGTON. July 24. Under an agreement with the British Embassy, the U.S.A. State Department has made public the correspondence betveen the Secretary of State, Mr. C. E. Hughes, and Sir Esme Howard, British Ambassador at Washington, during June, regarding the provision for the appointment' at Washington of a Minister to represent the Irish Free State. Jhj a communication of June 24 requeuing such representation, since the .British Government had ■ concluded that it would be desirable, Sir Esme said, that such an. Ambassador''would be accredited by the King to the President. He would be furnished with credentials ito enable him to take charge of all affairs relating exclusively' to the Free State, i The arrangements proposed by Britain did not denote a departure from the principle of the diplomatic unity of the British Empire. The Minister at all times would be in touch with the British Ambassador in order to settle by consultation whether' matters came within the category of those to be handled by the Irish Minister. In matters falling within his sphere the Irish Minister will not be subjected to the control of the British Ambassador, nor would the latter be responsible for the Irish Minister's actions in such cases.
