POSTHUMOUS DOCUMENT. ' (Received 6.5 p.m.) Reuter. ■ BALTIMORE. June ,21. A copyrighted despatch from New York to the Baltimore Sun says that the .. late . President Woodrow . Wilson's last political will and testament was a document of party principle and policy to be laid by a group of his followers before the members of tee Resolutions Committee when the time came to write the Democrats' platform. The document takes up a defined position on the question of foreign relationships. It advocates: "A straight-out and straight-forward membership of the United States in the League of Nations, and the abandonment of the farcical policy of unofficial observation." Other principles laid down are the adherence of the nation to the permanent International Court of Justice under the League, witn no nullifying reservations and a liberal attitude toward prohibition.
