Francois Marsal, who was Minister for Finance in M. Poincare's Government, and who is a friend of the President, M. Millerand, has consented to form a Cabinet. He will introduce the new Ministry on Tuesday. M. Marsal will then read a message from the President stating M. Milierand's case. Thereafter the new Premier will submit a vote of confidence. If this is rejected, as is considered possible, M. Milierand will resign. The President will therefore be vindicated in his standpoint of only leaving his post on a clear vote of Parliament and not at the behest of one section of it.
