FINANCE FOR HIGHWAYS
LOCAL BODIES' PROBLEM. GOVERNMENT'S INTENTIONS THE MOTOR VEHICLES BILL. - The difficulty which faces local bodies in financing their part of works undertaken tinder the Highways Act was discussed by the Prime Minister yesterday. " We must have better roads," he said, " and they must he paid for. Arrangements will be made accordingly," Mr. Ma-ssey was asked if that meant the authorisation of a joint loan in which would be pooled the requirements of the individual local bodies for their half shares of works. He replied that going on the London money market was not so simple a process as some people imagined. The market was an exceedingly delicate instrument and required careful handling. However, the Government recognised the position, and some arrangement would be made to meet it.
.The anxiety of motoring interests and local bodies to be acquainted with the contents of the Motor Vehicles Bill was mentioned to Mr. Massey. He said copies of the Bill had just been circulated to members of the Cabinet. Its provisions would not be published until the Bill came before Parliament.
