SHIPPING REGULATIONS.
PRECAUTIONS AGAINST FIRE A. and N.Z. MELBOURNE. May 16. The new regulations under the Navigation Act provide for penalties for persons who take or permit to be taken any fire or naked flame into ships in which there is inflammable cargo. Persons engaged in or on ships loading .or discharging cargo ' are forbidden to possess wax vestas. Where there is inflammable cargo any matches or material whatever for producing ignition are prohibited, arid, except in special cases, discharging or stowage of explosives or inflammable liquids is to be carried out between sunrise and sunset only.
ARBITRATION AND THE STATE.' A. and N.Z. MELBOURNE. May 16.
The question whether public servants are entitled to register under the Arbitration Act came before Mr. Justice Powers in the Arbitration Court.. Victoria and New South Wales are the only States opposing registration. ■ Mr. Justice Powers said it was a matter of great importance, and the High Court should bo asked to give an opinion.
COMMISSIONER IN AMERICA. 'A. and' N.Z ' < SYDNEY. May 16. Mr. Stanley Bruce announced that Mr. James A. Elder has been appointed Commissioner for Australia in the United States, in succession to Mr. J. MbKinnon. •
