The failure of the German Embassy to participate in the national mourning for Mr. Wilson has lessened the chance of the successful flotation of the loan to rehabilitate Germany. International bankers believe it also is retarding seriously the efforts to provide a credit for food shipments to Germany. Bankers say they are keeping their minds open for possible later explanations by the German Government.
