NEW RAILWAY BY-LAW. [BY TELEGRAPH.—OWN CORRESPONDENT.] . WELLINGTON, Friday. A new railway by-law issued last evening makes it a punishable offence for passengers to place their feet on the seal of a railway carriage. .Holders of licenses for vehicles plying for hire at railway stations will not. be permitted in future to leave their vehicles, except as may be reasonably necessary, nor to " tout" for passengers while away from their vehicles. v
