Warrington,a free place holder, who has won & junior national scholarship and also the Harrop scholarship. Be had decided, Mr. Sidey said, to relinquish the National scholarship and hold the Harrop scholarship of £25. He wag informed that under the department's regulations if ho retained the- Harrop scholarship , he would have to pay fees amounting to ten guineas. Mr. Sidey had communicated with the Minister, asking if the regulation did not require revision. The Minister in reply mentioned that previous holders of the Harrop scholarship had relinquished the free places. If the Minister's contention were correct, the Harrop scholarship trustees were finding ten guineas for the State out of £25. , Mr. Sidey added »hat if they made the scholarship £15 instead of £25 a boy would actually get more from it, for the regulation provides, that whore a scholarship is over £15 the holder has to pay full.few; if less he does-not pay fees. He pointed out that if the trustees lowered the standard the scholarship would not come under , this regulation, and it would be possible for scholarship holders to obtain tree places too.
