Afterwards committees were appointed to consider certain clauses of the Turkish proposals. A writer in the Journal dee Debate says that the Turkish counter-proposals destroy French financial interests in the Near East and nullify the administrative and judicial guarantees that existed under the old Turkish regime. Sensational reports are circulating in Paris that the Turks have already abrogated the capitulations and put into operation new regulations affecting foreigners.
