GOVERNMENT'S HANDS TIED.
A. and N.Z. LONDON. March 30. Mr. L. C. M. S. Amery, First Lord of the Admiralty, in a speech in London, said he was in favour of a whole-hearted policy of preference in order to open up the resources of the Empire, though this war uot administratively possible of accomplishment during the life of the present Government.
