A. »nd N.Z. LONDON. March 20. Sir J. S. Harmood Banner, Conservative M.P. for Everton, Liverpool, in a speech at Liverpool, proposed a sweepstake, with £1,000,000 in prizes, for reduction of the debt and amelioration of taxation. He. says that £100,000,000 at 2J per cent, could thus le raised.
