Cable Association fi?«d 128 p.m.) NEW YORK, March 2ft Tie Washington correspondent of the United Press of America has learned that ' the State, Department recently approved the flotation by a New York bond house of a 50,000,000 dollar bond issue for Germany. Government officials feel that this information should never have been given oak by the New York house, as the* department's policy is that approval or disapproval of such financial arrangements ihculd be kept secret, since it never undertakes to support the financial integrity of such loans.
