CRITICISM OF MR. DOOLEY. UPPER CHAMBER APPOINTMENT. A. and N.Z. SYDNEY, Feb. 13. Mr. J. Dooley, Leader of the New South Wales Labour Party, is being subjected to considerable criticism in view of the disclosures concerning the appointment of Mr. J. Suttor to the Legislative Council when he was not qualified by three years' membership of Tito Party. The special committee's report severely criticised Mr. association with the appointment. A committee was appointed some months ago by the Australian Labour Party to inquire whether Mr. J. B. Suttor had the necessary qualifications when appointed to the Legislative Council by the Labour Government. The report of the committee was presented at a lively meeting last week. , Mr. Dooley's friends made a strong point of the fact that the appointments to the Legislative Council, at the time of Mr. Suttor's nomination, were made on the nomination of the then leader of the party, the late Mr. John Storey, that they were endorsed by the executive, and finally elected by an exhaustive vote by the members of the Parliamentary Party. Other members took the view that Mr. Suttor did not come within the requirement of the rule, which lays it down that three years' continuous membership of the party must precede any political nomination or appointment. Bitter recriminations were indulged in regarding the alleged faking of membership tickets. This was the part which Mr. Dooley most hotly resented.
