Poincare contemplated calling another conference concerning repara-. tions, to which the United States would be invited, elicited the information from official circles that the United States would, not accept the invitation if the purpose of the conference be only to issue . another ultimatum-, to Germany. If M. Poincare desired to submit the reparation problem to an international • commission, such as Mr. C. E. Hughes suggested, the attitude of the United States would be entirely sympathetic.
