REFORMS IN ITALY.
MUSSOLINI'S POLICY. COMPREHENSIVE, PROPOSALS. A. and N.Z. / ROME. Jan. 7. Signor Mussolini's reforms continue to pour from the printing press. The Sunr day newspapers include a full page of official proposals adopted on Saturday, including army, postal and education reforms, the creation of a national park in Abruzzi for the preservation of chamois, and the laying of a direct cable to South America. The decree restores the freedom of contract between landlord and tenant in July. Rents- have been .regulated by war legislation for eight years. The new army " consists of 405,000 peace strength. The conscripts' term of service has been fixed at 18 months.
