A message from Lausanne states that M. Titcherin, Soviet Trade Commissary, sent a Note to the ■ Allies hinting that the tentative agreement between the Allies and Turks regarding the Dardanelles would collapse unless the Russian delegations were admitted to the Allies' private discussions. The -Note concludes: "If final agreement is reached in their absence it is doubtful whether the basis of settlement will be reached with Russia." : '
