STEP TO RECOGNITION. SIBERIAN CONFERENCE. R«uter. TOKIO. Aus- 16. Japan has formally agreed to meet the Moscow Government on an equal footing at a coming conference, according to M. Autono, who has been acting as intermediary between the Japanese Government and the Chita Government. The question of the recognition of the Russian Soviet Government appears certain to arise when discussion on the new fishery convention takes place. Tho Chita Government is acting co-ordinately wiU) Moscow, not Bubordinately. It is expected that an agreement will readily be reached, after which the Chita Government will immediately proceed to occupy Vladivostok, eliminating the "white" administration. It expects to receive sufficient financial support from Moscow to cany on the administration. M. Autono says the question of the safety of lives and property of Japanese in Siberia will be pledged, provided Japan later reciprocates tho action toward Russia.
