HASTY LEGISLATION.
Sir,—Tn the Herald of February 11 VO n have a sub-leader under the above heading, and a similar one might be written at the end of each session if one mav judge by the number of Acts amendin? Acts onlv a year or two old, and in some cases only a few mont'na old. A remedy I would guceest to Ministers and legislators is that all the priicipal Bills should be printed and issued to members of both Houses a month or two before the session opens, so that members may consider them and discuss them with their friends in the quietness of their own homes. Amendments then if required would be better considered and more lasting. In fact, it would be giving them " home lessons," and as their pay ia monthly throughout the year, there would seem nothinp unreasonable in the proposal, From the point of view of "tactics" it would need a strong Government to start (ho custom, but just now we have that strength.
