LENIN URGES REDUCTION.

Lenin, at a meeting of tho Central Soviet at Moscow, proposed to reduce thearmy by 60 |>er cent, in order to reduce the difficulty by provisioning, and in deference to the wishes of the American Famine Delegation. In consequence of a vio'ent protest by Trotsky, Lenin's proposal was rejected, Trotsky saying tnat demobilisation was impossib'e in view of the general situation of Europe.
