CONTROVERSY IN AMERICA.
FOREMOST POLITICAL ISSUE. A. and N.Z. WASHINGTON, Feb. 15.
For the timo being the Washington Conference treaties have disappeared from view in face of the tremendous political controversy that has arisen over the question of a bonus for soldiers. A Bill that is being formulated to give ex-service men monetary reward is a political measure in view of next autumn's congressional election. Both the President and the Secretary to the Treasury, Mr. A. Mellon, have strongly advised against a bonus at this time, but the Republican majority avers that the bonus will be enacted.
The whole country is agitated over the matter. Business men and farmers oppose tho measure, while congressmen do uot know how to raise the revenue for the bonus, and seem perplexed. Daily debates in Congress strike sparks of serious conflict.
