INTEGRITY OF SIBERIA.
NEW BOMBSHELL PREPARING. JAPAN AND MANCHURIA. A. and N.Z. WASHINGTON, Deo. 2. It is rumoured that Mr. C. E. Hughes intends to throw another bombshell into the conference regarding Siberia by asking the Powers to respect its territorial and administrative integrity in the same fashion that Mr. Hay sent his famous Note to the Powers regarding China. In this connection the announcement to-day is interesting that the Administration intends recommending the. expenditure of several millions of dollars on Russian relief. Japanese quarters have admitted a desire to see the source of food supply and raw material in China protected definitely. This is taken to mean a recognition of special interests in Manchuria and elsewhere.
