FLOGGING CONDEMNED.

Professor Shelloy, lecturing at the college house " refresher" course on " The Power of the Unconscious in tho Shaping of Character," said influences which produced sexual perverts could mostly be traced back to tho impressionable infancy of tho subject. Public attention at tho present time was directed to tho prevalence of sexual crime, and tho thing was serious to tho last degree. But the cure did not lie in brutality such as tho use of tho " cat," which had been urged as a preventive and deterrent of sexual perversion. He considered flogging for such offences utterly useless, and in point of fact Hogging in some cases was an actual stimulus to sex activity. The uso of the " cat" in such cases was crude barbarism. The thing to do was to place such persons under observation, and ascertain if possible tho cause of their depravity. _ Tho " cat" would never turn a man's mind to '■ higher things. All that would bo done would bo to make him mora careful of I discovery in tho future.
