AMERICA'S ATTITUDE.

The London correspondent of the Chicago Tribune states that the United States Ambassador, Colonel Harvey, has delivered a message to the British Government indicating that the United States is willing to hold! a preliminary conference on the Pacific question either in Washington or a neutral country, and pointing out that the choice of November 11 for the main conference was made on sentimental grounds, and that any other date will do. The Washington correspondent of the United Press of America is informed that the British Empire will officially have only one voice at the Washington conference. Representatives of Dominions will be included in the delegation, but it is under6tuod that Mr. C. E. Hughes, Secretary of State, is informing Britain that it* is the attitude of his Government that the Empire shall have but one vote. Mr. C. E. Hughes has communicated to Japan direct the attitude of the United States toward the Japanese inquiry regarding the scope of the discussion of the Pacific question at the proposed conference on disarmament. Mr. W. E. Borah has asked the Senate to postpone the funding of the foreign debt to the United States until the disarmament conference has concluded its work. He suggests that should debtor nations continue vast expenditures on armaments the United States should insist that they promptly meet their debts wuh interest.
