TWO COROLLARY MEASURES. ANTI-DUMPING PROVISION. | A. aJid N.Z. MELBOURNE. July 7. j Mr. Massy Greene, Federal Minister j for Customs, moved the secon-d reading !of a Bill to appoint a tariff board to ! study the incidence of tariffs and their i relationship to industry, with the objeet iof encouraging Australia's secondary industries. The proposal aims at adjusting future tariffs on more intelligent and , scientific lines than at present. | The Tariff Board is to consist of three I members—one from the administrative I staff of the Customs Department and two outsiders. Mr. Massy Greene also moved a resolution dealing with dumping, which later will be embodied in an Anti-dumping Bill. It provides against the dumping in) Aus- ■ tralia of goods' bought at export prices j which are less than their fair market | value at the time of shipment, and of goods which by the( operation of the exchange value of the currency of the coun--1 try of origin are soldi to importers at a price detrimental to Australian industry. 111 such cases dumping duties will be levied. ' The measures introduced by Mr. Massy Greene have been referred to on various occasions during the tariff debate, and the Minister has explained that the proposed ' tariff board will have power to inquire into allegations that extortionate prices are being charged for articles turned out by a local industry which has received tariff protection, and to make recommendations for the reduction or total abolition of the duty if the allegations are found to be true.
