JAPANESE REMAIN NEUTRAL. A. and N.Z. TOKIO, May 27.
The Kokusai News Agency despatches stale that troops formerly under the antiBolshevik, General Kappell, have occupied part of Vladivostok. The Government buildings were seized and the militia disarmed. Japanese forces remained neutral.
