Simpson, adviser to the Chinese President and Government Statistician, is in America, campaigning for the support of the United States and the British Dominions against the renewal of the Anglo-Japanese Alliance. He has just interviewed the Canadian Prime Minister. He explains China is seeking the elimination of Article 21 of the Treaty Covenant, referring to the Monroe doctrine, because it is feared that the British and Japanese will claim that the treaty is a regional understanding, so becoming the acknowledged law of the Orient. Mr. Simpson predicts that Canada will make a stand at the Imperial Conference in Jane against the renewal of the treaty on the ground of its containing danger in the event of a war between America and Japan. China is contemplating appealing to the United States to stop Japanese oppression. It is anticipated that Japan would reply to that by asking for British support.
