CONSTRUCTION PROCEEDING.
Australian and N.Z. Cable Association. (■Reed. 10.30 p.m.) WASHINGTON. Dec. 11. The Secretary of the Navy, Mr. Josephus Daniels, commenting on the announcement that Britain has decided to suspend naval construction until war lessons have been worked out, stated that the decisions of foreign Governments regarding naval programmes would not affect the United States programme.
