LABOUR'S SOLUTION.
MILITARY WITHDRAWAL FIRST (Received 1.5 a.m.) R«uter. LONDON. Nov. 16. An All-Ireland Labour Conference at Dublin approved the British Labour Party's proposals for a settlement of the Irish question, on the following basis :— 1. Withdrawal of troops. 2. The summoning of a Constituent Assembly, to be elected on the basis of proportional representation by a free and secret vote.
3. Drafting by the Assembly of a constitution subject only to two conditions, namely, that protection shall be afforded to minorities, and Ireland shall be prevented from becoming a military and naval menace.
HOME RULE BILL.
REJECTION MOVED IN LORDS. Reuter. LONDON. Nov. 16. In the House of Lords, Lord Dunraven gave notice of motion for the rejection of the Home Rule Bill on the grounds that it does not meet with the support of the great majority of the Irish people, and affords no prospect of permanent settlement.
McSWEENEY'S DEATH.
AMERICAN INVESTIGATION.
A. and N.Z. NEW YORK, Nov. 16. The New York American says that Mrs. McSweeney will sail for the United States on November 24 to testify before! a committee of 100 composed of Irish-Americans and others, that is investigating conditions in Ireland.
