According to a despatch from Tokio, the Japanese Government is considering the question of the withdrawal of troops from Saphalion. It is stated that his, action has been brought about by the United States protest about the doubtful legality of the occupation of the island by the Japanese, and also to the heavy cost of the maintenance of the occupation. Reports from Peking state that .the Japanese military authorities at Nikolaevsk, on the left bank of the river Amur, in Siberia, opposite the Island of Saghalien, have announced that all the Russian fisheries on the estuary of the Amur have been taken under Japanese control. Any Russians desiring to lease the fisheries must comply with the Japanese regulations.
