April 30. According to reliable information, General Carranza is preparing to flee from. Mexico. It is understood that the -United States Government has instructed its agents along the border to be on the lookout for General Carranga's arrival. The revolutionary movement in Mexico seems to have becomo widespread and to be uniformly successful. Forty thousand Chinese residents in Mexico have petitioned the United States State Department for permission to cross into the United States should the present disturbances in Mexico becqme threatening. Mr. S. C. Hopkins, formerly General Carransa's ailorney in the United States, giving evidence before tho Senate, stated that the United States Government winked at General Carranza's purchase of arms in the United States m older to forward American policies in Mexico. Ships were allowed to leave in broach of the neutrality laws, and the nominal fines were afterwards remitted. General Carranza's regime was a hopeless failure in Mexico.
