DEVOLUTION SCHEMES.
THREE GRAND COUNCILS. ENGLISH, SCOTTISH, AND WELSH. A. and N.Z. LONDON, April 27. - Speaker's Conference on Federal 'ution has completed its sittings. The Speaker deviled an experimental scheme which might be tested for three years by which Grand Councils representing England, Scotland, and Wales should be created out of the existing Imperia, arliament, each Grand Council consisting of two chambers, one of commoners asidthe other of peers. The councils would hold sessions each autumn to deal with education, health, local government, police, and agriculture. An alternative scheme framed by Mr. Murray Macdonald proposes a permanent subordinate Parliament, with separate elections "for England. Scotland and Wales.
