A BULGARIAN PROPOSAL.

A Compulsory Labour Bill has been introduced into the Bulgarian Parliament. It provides that men and wc.-men mi;?; perform a month's service in connect with national works such as roads, bridges, railways, .marsh draining, mine?, factories and workshops.
