LONDON, March 21. i Mr. Havelook Wilson, in a manifesto to the National Sa'ilors' and Firemen's Union, of which he is president, is asking for their vote against the nationalisation of shipping, on the ground that State . control would not mean better wages for ' sailors or better food.
