It is understood thai the United States' reply to the Allies concerning the latter'e tenative plan for the settlement of the Turkish situation, will point out that the United States does not see any good reason for the retention of the Sultan in Constantinople, and does not believe that the ejection of the Sultan would cause a Mohammedan uprising. The reply further indicates that -Armenia should receive all the territory she can safely defend, including an outlet to the sea. No Government should have a paramount interest in' the development of Turkish territory, and an international commission, with Russian representation, should administer tho straits.

TREATY WITH AZERBAIJAN. AN UNFOUNDED REPORT. (Received 8.30 p m.) Router LONDON, March 22. It is authoritatively stated that there is no truth in the statement that an agreement has been concluded between the Tartar Republic of Azerbaijan and Turkey or that any negotiations occurred in connection with such a proposal. An official denial baa already been issued m Tiflis, and the Azerbaijan Foreign Minister stated that all rumours in this connection were devoid of foundation.
