♦ — THE PROPORTIONAL SYSTEM. Australian and N.Z. Cable Association. (Rocd. 10.45 p.m.) LONDON, Jan. 16. Unusual importance it attached to the Irish municipal elections of today. It is anticipated that the Sinn , Feiners will gain'control of the councils outside of Ulster. The results of the proportional representation system are awaited with interest.
