STARVING MILLIONS.
MR. HOOVER'S APPEAL.

WASHINGTON, Dec. 18.
Mr. H. C. Hoover, interviewed today, said that from 15,000,000 to 20,000,000 persons in the larger cities of Finland, Poland, and Austria were facing starvation. The United States Government Grain Corporation had large quantities of surplus breadstuffs, which should be sold to these countries on long time credits. Unless this were done stable government in Central Europe would break down.
