FATAL FOOD RIOTS. MANY KILLED AND WOUNDED. OUTBREAK IN PHILIPPOPOLIS By Telegraph Press Association— (Received 8.30 p.m.) Times. ATHENS. Dec. 3. Food riots led to sanguinary conflicts at Philippopolis, in Bulgaria, many persons being killed and wounded. There were also riots at Plevna.
