REPUBLICAN PROPOSAL. SEPARATE PEACE TREATY. ' A. and N.Z. WASHINGTON. Dec. 5. It is understood that the Republican members of the Foreign Relations Committee of the Senate decided to advocate a joint resolution of Congress declaring peace with Germany. This action is designed to prepare the way for independent treaty negotiations with Germany. Democratic Senators are confident ' that the resolution will be defeated. Mr. Wilson has decided to allow the situation with reference to the I Peace Treaty to remain unchanged ,for the present. | It is believed that the President j will later send a special message to ! Congress dealing with the treaty, since his annual message did not mention it. I —
