> The TRUTH about American Prohibition j There are two kinds of American Prohibition, both brought into being without a vote of the people. ! » *■» (a) War time Prohibition as a Food Conservation Measure to meet war time needs. (b) Absolute Prohibition throughout the United States on January 16th, 1920. DEADLOCK REACHED.. I m A general demand throughout the country that war I time Prohibition be rescinded was recommended by the J | President to Congress. Congress refused to act,.holding (that it was a Presidential function. The President refused to act, maintaining it was the duty of the . Legislative Branch of the Government. This created a deadlock, which has never been broken, and Prohibition II as a War Measure remains in force in America to-day, . and is openly violated with very little interference from the authorities. « CONSTITUTIONALLY WRONG, The Prohibition to be brought into force in U.S.A. on January 16th, 1920, is being attacked from two points: (a) That it is plainly unconstitutional, being an infringement of the personal liberty of the people guaranteed by the Constitution ; (b) That the number of States which ratified the amendment to the Constitution did so • without a referendum of the people. ■' The Supreme Court of the United States is to decide whether the amendment is constitutional or not. Already (vide cablegram published on November 17th inst.) a Federal Court Judge in Kentucky has announced his belief that the Prohibition Law is unconstitutional. CLAUSES DELETED. Congress, which made the law without reference to the people, has also passed "The Prohibition Enforcement Act," but not before deleting some of the most drastic features in the Act which is to become Law on January 16th 1920. Among these the right to search private apartments for liquor is repealed, and in addition the possession of liquor for home consumption is to be permitted, as is also the right to manufacture light wines in the home for home consumption, x PROHIBITION'S FAILURE. The "Pussyfooters," who succeeded with the members of Congress, where they had failed with the people, are now alarmed at the result of even the mild war time . Prohibition which now obtains. They see the enormous increase in SLY GROG-SELLING of most villainous spirits, the trebling of the DRUG-TAKING VICE, and the INDUSTRIAL UNREST directly attributed to Prohibition, and FEAR the granting of a POLL on the question to the PEOPLE. MONOPOLY SUPPORT. The Anti-Saloon League of America (who are behind the New Zealand Alliance) in September, 1919, at Chicago, demanded that all candidates for President of the United States must be openly pledged to Prohibition. .. The Anti-Saloon League of America, backed by the immense funds of the great American Trusts, has dominated the Legislatures of the States and Congress, and now impudently demands the right to dominate the President. % BACK DOOR METHODS. The "Pussyfooters" of America, with their stealthy prowl, are the Prohibitionists of New Zealand. The People of America have not had the opportunity of | refusing or of sanctioning National Prohibition. The i People of New Zealand have always decisively rejected the proposal on a National issue. But beware ! The Prohibitionists will never "let Up" so long as a chance of success remains. They failed at the April Referendum; they hope to succeed at the December General Election— not at the Licensing Poll, but through the Candidates. They are endeavouring to elect a majority of Prohibitionists'to Parliament. To the Prohibitionists it does not matter whether the candidates support Mr. Massey or Sir Joseph Ward, or are Independent, so long as they are Prohibitionists. Since writing the above Ohio has had a vote on the I National issue, and the people have turned down National Prohibition by an immense majority. 9 \ Vote for Continuance thus : 1. 1 Vote for National Continuance ■ 2.
