THE BULGARIAN TREATY.

The brief outline of the Bulgarian treaty which has been cabled does little more than establish the fact that the boundaries of Bulgaria have been contracted on the south to coincide with the line occupied before the Balkan wars, and that in the north she loses the Dobrudja to Roumania. Under a crafty monarch she pursued a policy of selfish aggrandisement, and must accept the penalties of her miscalculation. Not without cause have the Bulgarians been termed the Prussians of the Balkans. They have shown themselves untrustworthy and quarrelsome, and in spite of the sharp lesson of the second Balkan war continued to be bad neighbours and unscrupulous adventurers. Few will pity them in their present misfortunes, but all will hope that they will learn something from the disasters that have overtaken them.
