The Allies are sending an ultimatum to Germany to compel General Von der Goltz and his troops to evacuate the Baltic provinces of Russia. The Supreme Council has invested Marshal Foch with full authority to enforde the ultimatum. HOTBED OF ROYALISTS. DISCLOSURE BY SOCIALIST. (Received 8.30 p.m.) Renter. BERLIN. Sept. 17. Writing in the Vorwarts, a Socialist, who recently returned from the Baltic provinces, says that the German military movement is rapidly growing there, and many officers and men are arriving daily from Germany. German troops are strongly established throughout the whole of Courland, where posters are exhibited declaring that they are fighting for " Kaiser and Empire" against democracy. The counter-revolutionaries, asserts the writer, in order to conceal their intentions, pretend to disband a few regiments which are really transferred to the Russian anti-Bol-shevik army. The German troops in Courland -are plundering the population.
